You probably won't have to pay tax unless it is collected in your area and you purchase from someone else in your area. Shipping is clearly listed on each auction, if in doubt, ask the seller before bidding. As for customs, the rule is if the package has to cross a border, you will pay customs duties on it. Contact your local government to find out rates. The customs duties are NOT included in the shipping the ebay seller charges you, it is charged separately by the shipping company.
